They should be same in the functionality.

The only difference is a locale conversion.

As I said before, OS/2 uses NLS to access to the files on a file system.

So, accessing to a file by using UTF8 encoding without a locale
conversion can fail if the file has non-UTF8 characters, such as DBCS
characters.
