[vlc-devel] [PATCH] Seek only if necessary and a few small changes

Hello!

Use case for the first patch:
- While playing a file, click on the slider and hold the mouse button
- Drag the slider somewhere and wait a moment -> VLC starts playback at 
that position
- Release the mouse button -> VLC restarts playback at the same position
The first patch is an attempt to fix this annoyance. The other patches 
should be self-explanatory.
