Personally, I would prefer the second one with higher opacity, in comparison to the first one. But we also need to take account of people, who might find it harder to read the text in the second version.
(3) is a nice idea as well. But here, I would ensure that the cone icon and the cone in the background do not overlap. Perhaps, you could also enlarge the picture upwards and also show the tips of the background cones?
Generally, I noticed that the text lines are not aligned to an imaginal horizontal line. I would ensure that the text is on the same line for the corresponding left and right icon, here.
