Not sure if 'mobile' is a great name, is that patch needed for Windows
CE? Symbian? Maemo? All those are definitely 'mobile'.

Perhaps it should be what the patch does:
iconv-nodoc-nopo-nognulib-notests-nobin.patch

I guess we could even remove po/man/tests/src unconditionally, and
srclib selectively (as iconv-nognulib.patch) for iOS/android.
