libav might be the only library with significant NEON optimization. But it is 
surely not the only piece of code using floating point. Audio is heavily 
dependent on single precision in particular.

If you really turn off NEON, you should at least enable VFP. According to Måns, 
VFPv3-D16 is available on all relevant ARMv7-A processors.
