Driver bugs aside, that is generally true.  However you would get the
same bug if you had two tuners installed.  Anyway you look at it, you
don't want to be automatically selecting a VBI device without the user
explicitly telling you to.  Given the current state of the code, if
the user wants VBI then he has to explicitly provide the device (just
as he/she has to today with picking the correct ALSA device that
provides the audio)

Don't get me wrong, it absolutely and completely sucks that there
isn't a way to do this automatically (and I've been screaming this at
the v4l-dvb people for several years now).
