Interleaving in RTSP means multiplexing RTP data via TCP connection.
Does this mean that both UDP NAT traversal solution AND interleaving
RTP data via TCP are required to implement?

There are two possible modes: publishing the stream onto MS IIS Media
Server, or to maintain necessary files in simple directory accessible
via common web server. Which is/are required?
Both of these features are already implemented as muxer in libav and
ffmpeg, thus it must be accessible via avformat module. In this
regard, is the task still considered open?
