The goal of this patch is to be able to apply an equalizer to a media player
whether audio is already playing or not, and for the equalizer settings to be
remembered and automatically applied each time new media is played.

This new patch is for the most part the same as was kindly reviewed last
year, i.e. the proposed API methods and equalizer implementation itself are 
essentially unchanged.

What has changed with this new patch is the libvlc media player method that
applies the equalizer, and some small changes to two files in the audio output.

It works fine in my own tests.
