This is a notice to all packages that use GNU config (aka config.sub and
config.guess) in their build systems.

Upstream has changed the license to GPLv3.  It has an additional
permission to negate any "viral effects", but it only applies to
packages that include a configuration script generated by GNU
autoconf.

The new autotools-dev package, with the changed license, has been
uploaded to Debian unstable a few minutes ago.

If your package is GPLv3, this license change is not a problem.

If your package uses GNU autoconf or GNU automake, this license change
shouldn't have any further effects, as it explictly allows you to
continue distributing your package under another license.

The above covers the vast majority of packages, as it is very rare for
any build system to need config.sub or config.guess and _not_ use GNU
autoconf.

Here is the new license text for config.sub and config.guess:
