has some hints.
The pot file can be found here:

Probably it would make sense to get Shan language support in glibc 
and/or http://cldr.unicode.org before starting with the huge vlc.pot.

So, here is my suggestion:
Instead of starting with vlc.pot, start with the website. The pot file 
is found here:

http://svn.videolan.org/dl.php?repname=VideoLAN+Websites&path=%2Fwww.videolan.org%2Flocale%2Fwebsite.pot

We might be able to get that working.
