Draft IETF specifications are always published on ietf.org, so that should
be easy to determine. In this case, by the payload working group (WG):
http://datatracker.ietf.org/wg/payload/charter/ If there were a working
group item, it would be listed there as draft-ietf-payload-SOMETHING. As
usual, the working group is very late; the initial plan was to finish HEVC
over RTP this month.

There is an individual contribution
http://tools.ietf.org/html/draft-schierl-payload-rtp-h265-03 but it is
already expired. In any case, draft specifications are very much subject to
incompatible changes, especially non-WG ones.
