[vlc-devel] Problems cross compiling to windows according to Win32Compile

Did you use the sh script on https://wiki.videolan.org/Win32Compile/ to 
enforce static linking? Is this necessary for cross compiling? The docs 
say "You might want" but there is no indication when you would and would 
not want to. David
