I don´t think the benefits of this outweigh the bad press and the cost of carry 
a hot potato. This is very likely to get VLC banned in many places, and as a 
developer I would rather not have my name associated a tool that sports such 
feature.

Besides the Torrent protocol is optimized for downloading before playing. 
Sure, you can abuse the protocol to perform sequential live reading, but what 
is the point, over using HTTP then?

This is not very different from the ed2k plugin that was intently never merged. 
IMSNHO, this too is better left as a separate plugin.
