[vlc-devel] [PATCH] aribb25: build only if external dependancies are met

OK I will address yours and Rémi's comments in a new patch.

Can/should we add pcsc-lite to contribs? I don't think it has a deep dependancy tree, at least not according to the Debian package for it.

I think this is incorrect.
OS X has the SmartCardService Framework for this.
And on Wind32, IIRC, you don't need that.
