On a system (such as my own) where the installed libtool version is
acceptable but autoconf and automake are out of date, when they are built
and installed in <vlcsrcroot>/extras/tools/build/, they are unable to find
the lt*.m4 macros that libtool installs which would be in somewhere such as
one of the /usr/share/aclocal* directories. It is definitely not obvious
how to tell the newly installed automake to look there, plus that directory
can and probably does vary between different operating systems.

Without being able to find the lt*.m4 macros, any of the contribs that do
an autoreconf are almost certain to fail to build.
