[vlc-devel] Libvlc & Qt

You don't really need to compile libvlc yourself. And if you do you
don't really need to do it with Visual Studio either (unless you want
debugging).

To build VLC and libVLC under Windows you should follow the
instructions here: https://wiki.videolan.org/Win32CompileMSYS/
