Yes, RTCP “RR” packets are sent by RTSP clients (including VLC).

As I explained in my earlier message, RTSP servers *should be* listening to incoming RTCP “RR” packets (from clients), and use these packets to let it know that the client is still alive.  However, many RTSP servers do not do this; that’s why VLC (as a RTSP client) sends periodic ‘keep-alive’ commands.
