The issue is that the application can have multiple videos being played. If
they all have low latency video can lag because of some packets being
delayed. A larger cache can cope with the network fluctuations.

When the application moves to PTZ enabled state all other videos are paused
allowing the application to receive data only from the PTZ enabled camera.
This way the latency can be reduced with a much lower probability to have
packets being delayed.
