Because it is intricate and useless. It was written for testing purpose 
only. That purpose should be served as well, if not better, by the 
would-be in-memory store.

So which systems are supported by the clear-text storage plugin and do 
not have a user wallet support? Basically we are talking about POSIX 
systems without a desktop user session. That would mostly be server-side 
or otherwise scripted VLC instances.

I would think that those use cases can continue without a key store. 
Otherwise an in-memory per-instance keystore should be just fine. A 
clear-text storage keystoe is definitely NOT fine in that case (or 
really in any case).
