Yes, this HRTF was released under the LGPL license.
According to the authors (3D Sound Labs), the following statement was
included in the metadata inside. I did not check though.

Regarding the format, SOFA files are the most standard way to store an
HRTF. They are several tools for audio researcher to create and extract
the HRTF PCM waves for this format.
