It does not matter who drafted it. I have also drafter VideoLAN PRs in the 
long forgotten past. But I did not post them on behalf of the club or the 
association without some form of consent.

The PR in question used the foundation logo and is undersigned the VideoLAN 
team. AFAIK, only the president, or the secretary on behalf of the president 
is allowed to do that. (And it is of course highly desirable that they discuss 
it with the rest of the team first.)

Once this gets posted on the VideoLAN twetter, it becomes an official 
statement. So either the board approved it, or the board failed to enforce 
proper usage of their Twitter account. And by now, there would have been 
plenty of time for the board to disavow it, and berate whomever would have 
tweeted it without approval.

So it can only be construed as a position statement by the board.
