This is a broken design. It makes hardware filters impossible, at
least on Windows.

As for an "intrinsinc design requirement", my proposal actually works.
So the requirement must not be that strong. And it's opt-in. Until we
have a proper filter pool solution. Other than the fews I already
proposed.

No, in the case on zero, the filter pool is not used. It's still
distinct. And if it didn't make sense there wouldn't be display_pool,
decoder_pool and private_pool in the core. Plus, as explained above,
in the case of D3D11 it's impossible to have a pool that covers all
cases, by design.
