That is beyond the scope of the VLC core and my expertise.

If you do not have a window, then VLC has obviously no control over its 
fullscreen state and size. (And even if you did have one, you are free to 
interpret the size, window state and fullscreen state as you see fit - as long 
as it´s internally consistent.)
