No. MoveResizeWindow request is relative to the parent window. For top-level windows, that is the root window, which encompasses the whole X11 "screen", or in more modern words, the virtual desktop.

The output is never involved in window coordinates on X.

If you want to resize a window in place, you must use XResizeWindow anyway, so the distinction is irrelevant.
