This looks like a cart before the horse.

Before SPU's can be drawn outside the video area, the view port must be 
extended to the whole window and filled with black (nonobviously #7702). This 
can, and probably should, be solved before SPU are even considered.

Also IMO video_format_t is a very poor choice to describe the rendering area.
