We used to have that. There was a tag for config item. It failed miserably, because it was never well specified if it was for restarting the process, the instance, the input, the audio or video track, etc.
Of course, it is possible to bring it back with clear upfront design. But in the specific case of volume reset, it seems that by definition that it is meant to apply at (re)start, so I don't really follow how ut relates.
To change the current volume, you have the volume control.
