I wrote the first "proper" (as opposed to interface) inhibit plugin. Coincidentally, I also half-assed the implementation such that pause/resume did not actually work. My lame excuse was that there was originally no supported ways to test it within VLC.

I didn't mess the core up to work around that bug, or even suggest that, though, did I?
