[vlc-devel] Moving to gitlab

Hello folks,

After discussion and votes from the VideoLAN non-profit, the VLC repository will move to our gitlab in a foreseeable future (read: around 1 month), including CI/CD, reviews and wiki.
It won't be used for tickets, where trac will stay, until gitlab improves.

I can't tell you more about the details yet, because the details are not ironed-yet, notably how do we manage the merge requests policy and how do we improve the CI, and notably the artefacts for the contribs.
