No it does not. The window manager decides how windows are sized, and it may
well apply the policy only on visible windows. So the client window provider
does not know what the size is.

Of course not. A disabled window does not show video pretty much by definition.
So the resize event processing is literally a no-op. Or completely trivial if
this patch is merged.
