Yes. Not everyone has the luxury to have a platform that works perfectly.

VLC is not a Linux-only project. This was never the goal and will never be the goal.

Some OSes are better for debugging than others. Basically anything outside of Linux/BSD is horrible and hard to use.
And Cross-compiling+emulation is far from being perfect for this case.
