1 says: I don't agree with the way the adaptive protocol accesses data
so I refuse to serve the exact range the protocol requests, because I
think that's inefficient when data is sequential.

3 says the same in a different way, because it would break pipelining
(works elsewhere..) and then create a new connection each time.
