[vlc-devel] Adding support of Bambara_language

Hi,
I am very pleased to start contribute to VLC after more than of a decade of
use.
I would like to add translation into Bambara language (my native language).

Currently there are two writing systems used for the language transcription:
Latin <https://en.wikipedia.org/wiki/Latin_script>, and N'Ko.
<https://en.wikipedia.org/wiki/N%27Ko_script>

I'll be using the N'Ko script for my translation.
The language codes are:
