HAVE_CROSS_COMPILE means that the host triplet and build triplet are 
different. If they are not, there is no point flagging it. This patch seems 
self-contradictory.

(Of course, the triplets _should_ be different, but that's not something that 
VLC contribs can solve. That's a toolchain bug.)
