Fullscreen is indeed a non-issue, and thus mobile or TV are non-issues.

This is only for windowed desktop case.

IMO, resizing is a must-do if the display aspect ratio changes, to avoid black 
bars.

We cannot generally know the largest source size that a vout will have to 
handle. I think the size should also be adjusted as least if it is smaller 
than the new source size (after accounting for zoom, AR and crop). At least, 
that should "converge" to a stable window size.
