I believe it can, but reviewers may not want the trouble of having to
figure out how to install rav1e etc. on their hosts as it isn't
necessarily available in package managers yet, so I appreciate the
effort made here to facilitate testing.

I don't really see any downsides of using rav1e via C (zero-cost
abstractions™ and all that) instead of Rust. If we're only at the
"pondering" stage of writing Rust modules (where IMO, the biggest
value-added would be for demuxers et al, not encoder library modules)
I don't think this should block this patchset.
