No. That's a nice marketing slogan, not a technical design criteria. And 
quoting it out of place here or on Trac sounds daft and is getting really old.

There are plenty of things that VLC does not play, some for imperious 
technical reasons (e.g., DRM), some for security reasons (e.g., failed TLS) 
and some by choice (e.g., SWF).

Besides, in this specific bug report, VLC can play, as long as you don't 
disable Basic auth on the camera.
