Hmm. I'd not noticed them elsewhere in other copies of the license I'd
looked at, and assumed that it was an unintended artefact from wherever
the license was originally copied from, but you're right, the official
text file [1] does actually contain them itself.

Interestingly the other copies, such as the markdown formatted one do
not contain them, nor the v3.0 text file. So it seems as though it was
a possibly unintentional artefact inserted by whatever they used to
write the v2.1 text, which was later removed or lost in creating the
alternate formats.

Copying and pasting the HTML form of the license will result in lack of
these characters for what that's worth.

Obviously they serve absolutely no purpose with respect to the text
itself, and although modification of licenses is typically a bad idea
for obvious reasons, a change like this is really not one worth
reasonable objection... but whatever, it of course doesn't matter
whether they stay or go, and certainly not worth your time or mine to
keep debating... :) I'm not bothered whether it's merged or not, though
I think the other patch deserves a merge.

The reason I noticed was because it results in unexpected un-
displayable character markers appearing in my editor, which I noticed
in the file the other patch fixes, leading to scanning the rest of the
source directory for them.
