As Kartik pointed, 32bit iOS is Tier 3 and so is also its simulator:

"error: component ‘rust-std’ for target ‘i386-apple-ios’ is unavailable for download for channel stable”

and it seems to be an oversight by the original patch author to exclude 32bit devices but not 32bit simulators. Note that this is not about 32bit macOS (which was discontinued by VLC-Mac about 5 years ago).
