We (as in vlc-devel) already did that, and we already decided to get rid of it 
years ago. It kinda worked at the beginning of the century when IPv6 and 
public WiFi were science fiction, and VPNs were rare. You cannot identify users 
based on IP in post-Covid era.

With IPv6, it just fails completely since both the network prefix and the EUI 
change regularly. With IPv4. it fails even harder since almost every user 
network uses the same RFC1918 ranges, so your trusted home network cannot be 
distinguished from public WiFi or the corporate VPN.

Maybe this works for a NAS or a TV set, because those devices hardly roam 
outside the home network. But VLC runs on laptops and handhelds, not just NAS 
boxes...

tl;dr: no.
