[vlc-devel] [PATCH] Add links to README

Not making any suggestion on whether or not this would be wanted,
but...

1) Please note that patches are being taken as MRs on the gitlab
instance now rather than by mail (except for v3.0).

2) nit: It would be cleaner IMO if you kept the actual link targets out
of the body of the text for the first bit. So like:
