vlc-3.x is failing to build with the ffmpeg 4.5 branch

I would need the following backports from master:
16fd46fa5064 avcodec: remove use of av_init_packet as it is deprecated
in new ffmpeg major version
e7190e7a70e9 avcodec/subtitle: stop using removed setter for pkt timebase

(testing if it's all needed on our side in progress...)
