I think it has progressed somewhat; the general desktop windows arm64 
build has been enabled in CI recently: 
https://code.videolan.org/videolan/vlc/-/merge_requests/2522

With that, most things should be mostly ready, but I guess it still needs 
to be added to the nightly builds.
