[vlc-devel] Add basic number-key seeking

VLC has existed for decades, yet it still cannot do something as basic as
this:

1 = jump to 10%
2 = jump to 20%
5 = jump to 50%
9 = jump to 90%

This is standard, obvious, and extremely useful. Users should not have to
click around the timeline or type an exact timestamp just to move quickly
through a video.

VLC supports almost every file format, but its navigation still feels
outdated and unnecessarily clumsy. Add percentage-based seeking with the
number keys. This should have been implemented years ago.
