I think vlc should implement one because a lot of DVD material is encoded for 
interlaced displays. The problem, as always is to find the time to do it ;-)
One quick de-interlacer would be to display only one field per frame. This 
would obviously lower the resolution of the DVD, but should be quite simple 
to do and have acceptable results.
