Very jittery video - any solutions?

OK, I installed SDL 1.2.3.  But vlc's configure simply refuses to find it.

I tried

configure
configure --enable-sdl
configure --with-sdl-config-path=/usr/bin
configure --with-sdl-config-path=/usr/bin/sdl-config
configure --enable-sdl --with-sdl-config-path=/usr/bin
configure --enable-sdl --with-sdl-config-path=/usr/bin/sdl-config

All result in 

checking for sdl12-config... (cached) no
checking for sdl11-config... (cached) no
checking for sdl-config... (cached) no

I'm trying to debug the configure script now.
