vlc not working

I can't get vlc to work either. I have a local mpg2 file. I try this:
vlc projects/video/streams/starwars.mpg
and I get a window that says "waiting for stream..."
If I try the server:
vlms -d localhost:9999 projects/video/streams/starwars.mpg
it returns:
VideoLAN Mini Server - version 0.1.99h Onatopp - (c)1996-2000 VideoLAN
Playing file projects/video/streams/starwars.mpg
First byte is 0x00 - assuming PS/PES stream
debug: resolving internet address localhost
Found a PTS - entering main loop
Found MPEG video stream at 0xe0, allocating PID 0x20
Found MPEG audio stream at 0xc0, allocating PID 0x40
end of PS file
And the process ends.
