   No. We use code from Derek Fawcus' css-auth, the Divide and Conquer
attack by Frank A. Stevenson, and DeCSSPlus by Ethan Hawke. AFAIK they
are all based on cryptoanalysis work and bear little resemblance with
the original DeCSS code. There may be similarities, though, which I
wouldn't personally worry about.

   Fortunately we don't (yet) live in a totalitarian country where
wicked laws can censor academic work.

   All the CSS code is in extras/libdvdcss/css.c in the libdvdcss
tarballs or in the vlc CVS tree. I'm not really aware of the inner
workings of this part of the code, so if you need more information,
you can ask on vlc-devel and people like Stéphane may provide you with
better answers.
