You have to install the developer tools if you intend to compile vlc by
yourself.

You can get the MacOS X dev tools from here :
<http://developer.apple.com/tools/> (they require you to register in order
to become an "ADC Online member", which is by luck free)

or simply use the binary version :
<http://www.videolan.org/pub/videolan/vlc/0.2.91/macosx/vlc.app.tar.gz>

Btw this file should be named vlc-0.2.91-MacOSX.tar.gz, as claims the link
on the download page.
