win binary problems

Yes it is broken :(
Go back to www.videolan.org, the download page has been updated with the 
necessary information to make this work. (basically you need to download 
the old GTK interface plugin).

No, you're not missing anything and they are no conflict between VLC and 
cygwin/mingw (mingw is just used to compile VLC, but that's it). About the 
screenshot, it was made with the GTK interface for Win32 which has exactly 
the same look and feel as the GTK interface under linux.
