Have a look at the set-top boxes made by Allwell.  http://www.allwell.tv
They are a complete computer in a set-top box chassis and one of those
would work without a 'traditional' desktop PC sitting next to the TV
set.  The STB has composite, SVideo, and RF outputs for direct connection
to the TV set.
